Wake up and Speak up America!

Our Fathers and Mothers has cleared a path for us today. How quickly has we forgotten the battle/ fight which was fraught for us. As you sleep, humanity slips away. Stop pointing fingers at your brothers and sisters and take responsibility for yours actions. We must have accountability for our government and elected people. Our RIGHTS, to vote, freedom of speech, liberty, justice and the right to pursuit happiness....Has taken a back seat to laziness. A price was fully paid for our RIGHTS.. Are we taking a second mortgage out on "OUR RIGHTS".
Not long ago women and people of color could not vote! Do not take this for granted, we must excise our RIGHTS. Chane only comes when we "Wake up and Speak up America! Unemployment, Liberty, Justice, Humanity are just the tip of our problems.
Why does it takes a major target for us to temporary to wake up? It disappoints me that majority of complaints about issues comes from the very source of people who don't VOTE! Everybody counts, Everybody plays a very important part in a better America and a better World. As I have said many times before >"It's about the people, for the people and its takes people to make a differences!"

My View: Time to index jobless benefits
By Richard Schiming

— One of the controversial issues currently before Congress is the extension of unemployment benefits. An extension passed the U.S. House but is currently stalled in the Senate. Some basic facts about unemployment and unemployment compensation can illuminate the issues in this debate.

Unemployment benefits are not especially generous and not everyone who is unemployed receives benefits. The average benefit replaces about 36 percent of a worker’s weekly wage. Under the standard 26 weeks of unemployment benefits, only 35 percent of those currently unemployed are eligible for benefits. Under the proposed extension, only 67 percent of those unemployed would receive benefits.

There is no correlation between the generosity of unemployment benefits and the rate of unemployment. Some states are more generous than others with their unemployment benefits. If people chose unemployment over a job because of the level of unemployment benefits, the states with the most generous unemployment benefits would also have the highest unemployment rates.

Yet this is not the case. Using the latest figures available, the average unemployment rate in the six states with the highest unemployment benefits is 9.3 percent. The six states with the lowest unemployment benefits have an average unemployment rate of 10.1 percent.

The U.S. Department of Labor calculates a statistic called “Insured Unemployment Rate,” the percentage of those covered by unemployment insurance who are unemployed. If unemployment benefits encouraged unemployment, one would expect that this rate for those with unemployment benefits would be higher than the overall unemployment rate. As a matter of fact, it is substantially lower (currently less than 4%).

Unemployment benefits increase economic activity. According to the non-partisan Congressional Budget Office, a dollar spent on unemployment benefits has anywhere from 4 to 8 times greater an impact on the economy than a dollar of tax cuts for higher income individuals. You get more bang for the buck with unemployment benefits as a fiscal stimulus than with just about any other kind of government spending.

More of our unemployment is now structural unemployment. Changing job demand as some U.S. firms and industries decline and even disappear causes structural unemployment.

In the past, many workers who lost their jobs returned to their old jobs with their former employer when the economy recovered. Now many of the jobs lost are gone forever.

Structural unemployment takes longer to cure since it requires unemployed workers to acquire new job skills. Longer unemployment benefits help workers navigate this transition to their new jobs.

Very few people choose to be unemployed or to remain unemployed. Long lines at job fairs and other employment opportunities typify the strong American work ethic. People’s jobs are such an important part of their sense of identity and self-worth that few would choose the psychological cost of continued unemployment even if it were monetarily advantageous.

Just the way few people would choose to remain sick because they have health insurance, few who are unemployed would choose to stay at home because they have unemployment benefits. In both cases, people are usually suffering through no fault of their own. Sometimes illness or unemployment happens. A decent society should be willing to take care of both of these situations.

There might be a way to avoid all this legislative gridlock in the future. My proposal is that, just like we do with other parts of the social safety net such as food stamps and Social Security, we index unemployment benefits to maintain a more consistent and dependable coverage.

Over the past 30 years, the average length of unemployment has been about 15 weeks and the standard coverage of unemployment benefits has been 26 weeks. In other words, the length of unemployment benefits has typically been 1.7 times the average length of unemployment. Using this ratio today, standard unemployment benefits would last 59 weeks.

If we look at periods of high unemployment in the past 30 years, unemployment benefits lasted 1.3 times as long as the average duration of unemployment. It would seem that a standard of 1.5 times the average length of unemployment would be a fair way of indexing the duration of unemployment benefits.

Such indexing would avoid the partisan rhetoric and delay over the extension of unemployment benefits just when they are needed the most now and in the future.

Near South Parking Study

On June 15, the Chicago Department of Transportation (CDOT) and 2nd Ward Alderman Bob Fioretti hosted a community meeting at Columbia College to present the long-awaited results of the Near South Parking Study - SUMMARY. The area covered by the study is bounded by Congress Parkway on the north, Lakeshore Drive on the east, the Stevenson Expressway on the south, Clark Street on the west from the Stevenson to 16th Street, and the Chicago River from 16th street to Congress Parkway.

Among the Study’s findings were that a total of 4,400 on-street parking spaces and 35,000 off-street parking spaces are available within the study area. These parking spaces were divided up between metered, residential permit, free, parking garage and surface lot spaces. With about 50 people in attendance, a number of questions were asked and a number of concerns were raised, especially over some of the tentative recommendations that were made in the study.

Page three (3) of the above attached SUMMARY of the study is a comment form. You will notice that a deadline of “no later than June 29, 2010” to submit “questions, statements, and opinions” about this study is written on the comment form. Please note that a subsequent email that I received from Mr. Richard Hazlett, who is listed on the comment form as the contact for CDOT, stated that comments can be sent in “when they are available,” this in response to my email to Mr. Hazlett asking for more time for people to be able to send in comments about this study.

Jeffrey Lindley will discuss the congestion reduction strategies being considered by the Federal Highway Administration and provide some insight regarding the opportunities regions can expect to see from the next federal surface transportation bill to help relieve the economic strain caused by congestion. When The Supreme Court Gives You Lemons…

On June 28, the Supreme Court delivered a blow to gun control advocates with a 5-4 ruling against Chicago’s firearm ban. The decision in McDonald vs. City of Chicago upheld that the “right to bear arms” was indeed an individual liberty not to be infringed upon by any state or municipality. This decision leaves many to wonder: who are the beneficiaries of this ruling and who stands to lose? What is the future of gun rights advocacy? What does this all mean for the City of Chicago? Its 28 year-old gun ban has done little to curb violence; in fact, a recent weekend saw a startling 50 casualties. A number of Chicagoans view the lift as encouraging more gun purchases, which can only exacerbate the violence. In a post-ruling editorial, the Chicago Sun-Times noted, “Studies have shown that the more guns there are in the home, the more likely accidental shootings by (and of) children, and domestic arguments that end with somebody being shot dead.” On the other hand, perhaps the ruling, though condemned by Mayor Daley, will yield new, more effective innovations in gun control. Chicago city officials promise to make it harder for individuals to gain access to handguns by potentially including regulations on licensing and sales as well as training requirements. A Letter to Three Wives (1949) is based on a novel by John Klempner. His novel was entitled A Letter to Five Wives. Writer-director Joseph L. Mankiewicz thought the novel was too long and would be difficult to transfer to the screen. So, he shortened it to four wives and then shortened it again to three. The plot revolves around three wives who, just before going on a boat ride and picnic with some disadvantaged children, receive a letter from a society friend named Addie Ross. In the letter, Addie says she's run off with one of their husbands. While the women spend the afternoon volunteering, each looks back on her marriage and wonders if hers is the husband who ran off with Addie.
